Chiesa, 27, has made just 17 appearances for the Premier League side since joining last summer, and was left out of the Champions League squad by manager Arne Slot. However, he is expected to feature more regularly in the coming weeks, including against Southampton in the EFL and Everton in the Premier League.
Di Matteo, who is familiar with Chiesa's abilities, believes that the winger has the potential to be a top-class player, but has been hindered by the strong competition for places at Liverpool.
"If he stays fit, he's a very talented player," Di Matteo said. "He just hasn't been able to show his true qualities. Liverpool did well last season, and it wasn't easy to break into that team. He's shown glimpses of what he can do, but it's a shame that we don't see more of him because he's a quality player."
Chiesa is contracted to Liverpool until 2028, but the arrival of Alexander Isak has reduced his chances of starting games. Nevertheless, Di Matteo is optimistic about the player's future, saying that he is now in his prime and is likely to make a significant impact in the coming games.
